To understand the believer's authority, we must look at the original design. In Genesis 1:26-28, God gave dominion over the earth to mankind. However, through the Fall, Adam legally transferred that authority to Satan. Satan became the "god of this world" (2 Corinthians 4:4) not by stealing the title, but because Adam voluntarily surrendered it.
