If you are in Bulwark and low on health, you cannot heal effectively in that Mode. Use a bottom Realign action to switch to Beacon. In Beacon, your "Heal 2" becomes "Heal 4." Switch back to Bulwark on the same turn using a top action. You just healed 4 and retained your shield.
